Port Augusta Council
Port Augusta Airport Operational Review
Avlaw conducted an Operational Review of Port Augusta Airport, SA for the airport’s future planning which included:
- Identifying opportunities to improve the operating results and mitigate risks
- Conducting a review of the airport’s current operations and structure
- Identifying benefits to the local economy of the airport’s operations
- Identifying greater economic opportunities for the airport
- Analysing current and past airport traffic data
- Recommending future infrastructure requirements to 2040
Western Australia Government Department of Fire and Emergency Services (DFES)
Ongoing aviation auditing and consultancy services
Avlaw is on the Panel of Providers for the West Australian Government DFES to provide operational safety audits to its aviation suppliers, and consulting services to the Department. This includes auditing DFES and its contractors and service providers within the following areas:
- Organisational components including operator Quality Assurance, Safety Management Systems
- Review of Remotely Piloted Aircraft Systems (RPAS) Operations
- Inspections of a range of fixed and rotary wing aircraft providing specialist emergency services
- Assessing operational readiness with regards to Standard and Emergency Operating Procedures
- Reviewing air safety occurrences, incidents and accidents
And providing consultancy services within a range of areas including:
- Department technical writing and policy development
- Gap Analysis of aviation operations
- Operational Reviews of current procedures and processes
- Aviation Specialist Training
Resilience NSW
Contractual Compliance Audit
A contractual compliance audit was conducted of the main aviation services provider for Resilience NSW for search and rescue operations. Avlaw was required to assess the competence, capability and capacity of the operator to perform the following services:
- Coastal surveillance flights
- Search and rescue operations (including winching, night operations)
- Search and rescue training programs and
- Overview of their Safety Management System and Change Management processes.
In addition to this, Avlaw assessed their conformance within civil aviation rules and regulations with a main focus on:
- Compliance certification in-line with CASA regulations
- Airworthiness certifications
- Tasking and dispatch procedures, company training and accident/near miss reporting.
This assignment included visiting the operator’s three bases and conducting aircraft inspections, reviewing manuals, sampling records and documentation and conducting interviews with key personnel.
Pacific Aviation Safety Office
RPAS Consultancy
Avlaw provided consultancy services to the Pacific Aviation Safety Office (PASO) to enable PASO and its member States to take a pro-active approach to RPAS management and regulation, in accordance with ICAO SARPs and stakeholder expectations. This included:
- Conducting a review of the current RPAS use within the Pacific Islands and outlining findings and recommendations to the PASO Council for implementation;
- Developing model legislation and regulation for RPAS use for PASO Member States;
- Developing RPAS awareness material for PASO Member States; and
- Developing training modules for RPAS use for PASO Member States.
Avlaw attended workshops in-country to consult with key stakeholders and understand the best utilisation of RPAS within Pacific Island nations, including its role within Emergency Management and Humanitarian efforts. Promotional educational material on the use of RPAS was developed and distributed amongst key agencies within the Pacific Islands as well as training modules through the online platform EdApp, providing a regulatory overview of CASR Parts 101 and 102.
Pacific Aviation Safety Office
Development of Technical and Non-technical Training and Induction Plans
Avlaw provided consultancy services to PASO to support PASO stakeholders in enhancing their knowledge of regional and international aviation in relation to their roles at PASO. The development and curation of Training and Induction Plans for the different stakeholders were engendered by:
- Conducting a Training Needs Analysis for relevant PASO stakeholders;
- Creating technical and non-technical induction packages for new PASO staff members and consultants;
- Reviewing the Global Aviation Safety Oversight System (GASOS) for PASO Inspectors and creating a PASO Inspector Training Plan;
- Reviewing the PASO Civil Aviation Authority Strengthening Program (CAASP) and the Pacific Inspector Development Program and provide recommendations for improvement; and
- Identify and secure training institutions and providers that best meet the needs of the States and PASO.
This resulted in the development of training modules on the platform EdApp that was distributed to PASO stakeholders.
CASA
Aeronautical Studies
Avlaw Aviation Consulting provided specialist support to CASA to assist the Office of Airspace Regulation (OAR) with a review of the existing airspace at multiple Australian aerodromes across the country. The project was phased over three stages, with Geraldton, Pilbara, Mt Isa, Emerald, Devonport, Fortescue Dave Forrest, Ballina-Byron and the Pilbara included encapsulating the scope of the review which formed an important part of the OAR’s ongoing management of airspace.
QLD Government
Aviation Operations Specification Development
The Queensland Government, as part of its review of their air safety requirements used for engaging air charter services, issued a specialist tender. In a highly competitive field, Avlaw Aviation Consulting was retained as the consultant to examine and make safety standard recommendations for the Queensland Government to use when engaging air charter operators. Avlaw Aviation Consulting participated and facilitated a fact-finding workshop with all key government stakeholders to assess the diverse and specialist nature of its air services requirements. On the basis of information gained and ongoing consultation with the various government departments and agencies utilising these services, under very tight time constraints, Avlaw Aviation Consulting was able to develop a detailed Aviation Operations Specification (AOS), which was used as the basis for subsequent government air services tenders to ensure the requisite safety and compliance standards were met and to provide a high level of consistency of standards across all government agencies that contracted air services operators.
Austrade
Benchmarking the Facilitation of Passengers at Australian International Airports
The objective of this project was to assess the passenger facilitation product offering at Australian international airports and benchmark how they compare against airports from competitor nations. The analysis included research into global passenger facilitation best practices, analysis of the gaps in Australia’s product offering and recommendations for improvement. The scope of the report also included research into the availability or access to established products and processes including SmartGate, Fast Track options, security screening and signage.
Victoria State Government Department of Environment, Land, Water and Planning (DELWP)
Aircraft Compliance Audits
Avlaw provides aviation contractual compliance auditing services to the Victoria State Government Department of Environment, Land and Water Planning (DELWP) for aircraft operators providing specialist aviation firefighting services to the Victoria Government and National Aerial Firefighting Centre.
These audits are on rotary and fixed wing operators providing specialist emergency and air transport services to the department and includes a review of:

NSW Rural Fire Service
Overview of the integration of RPAS into NSW RFS Operations
Avlaw conducted an overview of the integration of small and medium sized Remotely Piloted Aircraft Services (RPAS) into NSW RFS operations and provide specialist guidance, advice and development of agency compliance procedures.
This included a review of the current Australian RPAS Regulations with CASR Part 101, how NSW RFS could potentially utilise RPAS within their operations taking into consideration the regulations, risk assurance processes for NSW RFS to implement and risk assessment scenarios for NSW RFS to consider.
Department of Corporate and Information Services
Aviation Auditing and Consultancy Services
Avlaw was engaged by the Northern Territory Government Department of Corporate and Information Services (DCIS) to provide aviation consulting and auditing services to the Department. This including establishing operational specifications for the Department and its use of many aviation services and:
- Development of auditing checklists and conduct of safety and compliance audits on operators providing specialist aviation services to the Department. This included the development of a safety-based questionnaire, audit checklist and conduct of on-site audit and aircraft inspections on a range of rotary and fixed wing aircraft.
Avlaw also conducting application review for DCIS on aircraft operators providing applications to be on the Departments Panel of Approved Operators. This including evaluating submissions from a technical perspective, ensuring the aircraft operators met the organisational and regulatory requirements of the Department’s aviation operational specifications.
Avlaw also developed auditing checklists and conducted safety and compliance audits on operators providing specialist aviation services to the Department Northern Territory Government Department of Health. This involved on-site audits of operators and inspections of aircraft
DoD
Department of Defence
As part of a major review of the Commonwealth Government’s airworthiness and engineering requirements for its fleet of state aircraft, a tender was issued for a specialist aviation consultancy firm. This highly competitive long-term contract was awarded to Avlaw Aviation Consulting primarily on the basis of Avlaw Aviation Consulting having demonstrated extensive experience and familiarity in dealing with airworthiness and engineering regulations of the European Aviation Safety Agency (EASA), the Federal Aviation Administration and CASA’s new regulations. The first (four month) phase of the project involved a detailed analysis, assessment and gap analysis across all three regulatory regimes (CASA/EASA/FAA) of Part 145 Maintenance Organisations and Part 42 Continuing Airworthiness Management Organisations (CAMO). The final phase of the project required a detailed qualitative technical assessment of the respective advantages and disadvantages of each set of regulation and recommendations as to the adoption of which rule set provided the safest and most cost effective solution.
