Avlaw conducted due diligence activities in Airworthiness and Aviation System and Safety to support QinetiQ’s acquisition of an aircraft operator. As part of its due diligence activities, Avlaw review and analysed the data acquired from these activities to provide an understanding of:
- The condition, quality, compliance and performance of the aircraft operator’s business and assets;
- Key issues that will inform negotiation on a Share Purchase Agreement (SPA); and
- Key Issues in the aircraft operator’s business to be addressed in consideration of its optimisation with QinetiQ’s operations; and
- Opportunities for synergy to support successful transition and integration of the aircraft operator into QinetiQ’s business.

Development and implementation of Emergency Response Plan (ERP) – SMS Integration
Tiger Airways Australia engaged Avlaw Aviation Consulting to assist in the development of a fully practical, revised Emergency Response Plan (ERP). The nature of Avlaw Aviation Consulting’s involvement was on a ‘review and recommend’ basis during the development process. The services provided included consulting services for review and feedback of the Tiger ERP manual, production of ERP training packages including list of recommended areas for training and costs associated with each course, provision of material and training to be such that future courses could be delivered by the Tiger safety department (self-study or classroom), delivery of initial ERP training package, production of exercise templates and timetable and facilitating the first desktop exercise.

Regional Express Airlines
Risk Management for Senior Managers and Safety Personnel Training
At the request of the executive of Regional Express Airlines (Rex) Avlaw Aviation Consulting tailor-designed a series of training programs to integrate with Rex’s documented SMS and the relevant CASA regulations. Specialist and certified training facilitators delivered the training to groups of up to fifteen employees. The survey responses indicated a level of 100 per cent of participants being “very satisfied” with over 70% being “extremely satisfied” with the training.

Detailed Assessment of Emergency Response Helicopter Sites
Avlaw Aviation Consulting, having been known to CareFlight New South Wales through their charitable financial support over the previous seven years, requested specialist aero-medical technical and regulatory advice. In particular Avlaw Aviation Consulting was requested to review and assess the NSW Ambulance Service base specifications tender requirements and determine if their current helicopter performance capabilities satisfied these criteria and also if they aligned with future Civil Aviation Safety Authority (CASA) regulatory requirements for CareFlight’s contracted aeromedical services. Utilising the services of Avlaw Aviation Consulting’s experienced rescue-services rotary specialist and a rotary regulatory specialist lawyer, Avlaw Aviation Consulting was able to positively affirm that their current and proposed contractual services conformed to requirements thereby alleviating the necessity of costly equipment and helipad sight variations.

Operational Risk Management Training
Avlaw Aviation Consulting was retained by the CEO of Virgin Australia to develop and deliver a training program directed toward those people working in Virgin Australia who have regulatory and safety duties and responsibilities. This course provided participants with an awareness of the skills and knowledge required to effectively perform their roles and duties in respect to their regulatory compliance and safety responsibilities as defined under Australian and International civil aviation law.

Sea World Helicopters
Safety Compliance Audit
Avlaw is retained to conduct annual safety and compliance audits of Sea World Helicopter’s Gold Coast aviation operations, as part of the organisation’s safety assurance oversight. These audits include a review of procedures and processes within the areas of organisation, flight operations, ground handling and maintenance activities. Avlaw have also assisted Sea World Helicopters in the proactive development and enhancement of their Safety Management System (SMS) to exceed CASA regulatory requirements.

Foreign Aircraft Operator Regulatory Approvals
Jakarta-based international airline, Sriwijaya Air, retained Avlaw Aviation Consulting on the basis of their proven expertise of having conducted comprehensive safety and compliance audits across their entire operations. The specific and ongoing assignment required Avlaw Aviation Consulting to assist Sriwijaya in attaining an Australian Foreign Air Transport Aircraft Operator’s Certificate (FATAOC) and aviation security approvals for their expanding international air services. As the airline’s appointed agent in Australia, Avlaw Aviation Consulting arranged and submitted all regulatory applications and assisted in reviewing and recommending revisions to enable minimal changes to the company’s existing operational documentation so as to satisfy the Australian regulatory requirements. Avlaw Aviation Consulting has been further retained to conduct safety audits of their subsidiary airline in Indonesia, Nam Air.
